PARENT ASSOCIATION

BYLAWS

Article I: Name

Section 1: The name of the association shall be Our Lady of the Lake Parents Association (PA).

Article II: Purpose

Section 1: The purpose of the PA is to support Our Lady of the Lake School.

Section 2: To fulfill its purpose, the PA will have the following objectives:

  1. To assist in the operation of the school as needed through the coordination and tracking of volunteer activities
  2. To raise the funds determined by the approved budget
  3. To provide a structure that fosters open communication between parents, the school advisory council, and teachers/administration regarding policy and planning
  4. To provide opportunities to enhance positive relations between parents, students, faculty, and administration
Article III: Membership

Section 1: Any person who has a child enrolled in OLL shall become a PA member.

Section 2: Any member of PA shall be eligible to participate in its business meetings and serve in any of the elected or volunteer positions.

Section 3: Annual membership dues are required of each family at registration.

Section 4: The PA is accountable to the principal who must approve all officers, the adoption of all resolutions and any amendment to the By-Laws.

Article IV: Organization

Section 1: The Executive Committee shall consist of the four elected officers, the Fundraising Chairperson, the Volunteer Coordinators, and the Principal (ex-officio).

Section 2: The Executive Committee shall be responsible for the operation and management of the PA. It shall have the authority to commit the PA to action in accordance with resolutions adopted at PA meetings.

Section 3: The PA Board shall consist of the Executive Committee, two Parent Class Representatives from each grade (K-8) and one Teacher Representative.

Section 4: Half of the Parent Association Board will constitute a quorum.

Section 5: The PA’s fiscal year is defined as July 1 – June 30.

Section 6: Meetings

  1. The PA shall hold PA meetings once a month from August through June.
  2. Special meeting may be called at any time by the president with consent of the executive committee.
  3. Notices of time and place shall be published a minimum of one week prior to the meeting.
  4. Notice of special meetings shall state the purpose of the meeting.
  5. Each class shall be represented by one person at each meeting.
Article V: Officers

Section 1: Elected officers of the PA are:

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Three School Advisory Council (SAC) Parent Representatives

Section 2: Each elected PA officer shall be elected for a two year term

Section 3: The President’s responsibilities:

  1. Preside at all meetings of the PA
  2. Represent the PA at meetings of other organizations where representation of the PA is desirable
  3. Provide leadership for programs and activities
  4. Submit an annual report, including financials, of the PA’s activities to the SAC
  5. Determine PAB membership and nomination process with the advise of the existing PA Board

Section 4: The Vice Presidents responsibilities:

  1. Succeed to the office of the President and carry out the duties if the President is unable to do so
  2. Succeed the President after the two year term is up and become President

Section 5: The Secretary’s duties:

  1. Maintain PA records and minutes
  2. Distribute minutes to PAB officers for approval
  3. Distribute approved minutes to the official notebook and to provide a copy to the principal to be distributed school wide

Section 6: The Treasurer’s duties:

  1. Maintain all financial records of the PA
  2. Supervise the receipt and disbursement of funds as directed by the PA
  3. Provide financial statements to the PA at monthly meetings
  4. Prepare the budget for the upcoming year for approval by the executive committee by June 30
  5. Work with the parish business manager to maintain the accuracy of the PA accounts

Section 7: The duties of the SAC Parent Representative(s) are:

  1. Represent the PA on SAC
  2. Attend all meetings of SAC
  3. Rotate attendance at PA meetings with other PA Representatives
  4. Act as a liaison between PA and SAC, reporting on the activities of each group
  5. Newly elected PA Representatives to SAC shall serve a three year term, taking office at the August SAC Meeting. Retiring PA Representatives shall leave on June 30
  6. Terms of the three elected PA Representatives to serve on SAC are staggered so that a PA Representative is added to SAC each year
Article VI: Nomination and Election of Officers

Section 1: The PA Board will send out a nomination form and notice of upcoming PA officer elections to the entire Parent Association at least one month prior to the elections or by April 30.

Section 2: Any member of the Parent Association shall be eligible to nominate themselves or another Parent Association member.

Section 3: Officers shall be elected by May 30 by a majority written ballot of the PA.

Article VII: Amendments

Section 1: Amendments to these by laws may be proposed by the Parent Association Executive Committee or by at least 15 members of the Parent Association. Amendments should be proposed in writing.

Section 2: The Executive Committee shall publish any proposed amendments to these by laws and the affected areas of the original document to the members at least 30 days in advance of the meeting at which a vote will be taken. A majority vote is required.
